PERB published a Notice of Revised Rulemaking (NRR) in the November 19, 2025 edition of the State Register. The NRR proposes to amend certain Rules of Procedure governing matters brought pursuant to the State Employment Relations Act and the Farm Laborers’ Fair Labor Practices Act. Substantial revisions have been made to the changes proposed in PERB’s Notice of Proposed Rulemaking (NPR), published on April 30, 2025, in Parts 251.13 (d), 263.9 (l), 263.19 (d), 263.20 (a)(7), 263.24 (f), 263.30 (d) & (f), 263.30 (h), and 263.54 (l).

Comments on the Notice of Revised Rulemaking may be submitted for 45 days after November 19, 2025. Comments submitted in response to the NPR do not need to be resubmitted.
